This is like a Hospital, it allows the player to heal vehicles that "die" in battle. It takes time and resources to heal a unit, but not as many resources as training a new unit. Units that cost Nanopods to create can be healed here for regular resources. The building can never be "turned off", but can be sold to reclaim the workers if the player have no need for it.
The player may only have one Repair Bay at a time, which means the player can only heal vehicles one at a time. Players can build an Advanced Repair Bay that has faster heal times, reduced costs and a larger healing queue.
Upgrading can be costly at higher levels, but it will save a lot of resources over time.

The original design for this was taken from town of Recoil Ridge even before repair bays were available. It can be found in Recoil Ridge near the center of the town and is possibly like a small manufacturing facility.
